Help with booting PC (vidcard related)

I was having trouble getting my new PC to boot.

Gigabyte K8NNXP mobo
Ath64 3200 CPU
ATi AIW 9800pro
450w PSU

I think I have it down to either a bad Vidcard or PSU. The fans would spin for a sec then stop, which leads me to think that the PSU isn't putting out enough power. Its a 450w. Anyway, the PC starts up fine when the Vidcard isn't hooked up to the PSU, but IN the mobo.

I don't have a spare PSU around, so is there any way to be sure without buying one to test with?

No, I don't have anyone around to try it with. :-/

I just talked to ATi though, and they figured it was a defective card since the only time my PC wouldn't boot was when the card was powered. I think I'll just return it, and try a new one.
