I was told to use MSI arsenal gaming motherboard? Build 1 is what I originally had and build 2 is what was suggested. Computer is 8 years old, video card 590 is what I currently have.

I'd get this instead if possible, the motherboard ships with Ryzen 3600 support, easy to navigate BIOS & has Wifi/BT. You'll also want 3200mhz memory as Ryzen performs better with fast memory.

Video card is over priced for what you get. It's an overclocked 580, which is more like $200. At nearly $300 you should be looking at something else. A problem you can have with the board you picked is the 3xxx chips need a bios update to run on B450 boards. Getting a 5xx board removes that worry. Build two can work. But I'd get a different GPU no matter what. (although you said you already have it?)

Yeah already have the card, paid less than 200$ just stuck it in there to go with build. The first build is what I picked, the second is what was suggested. I wasnt sure if it was just the price point or what was better.

I would suggest this build as well. That motherboard is a great price/performance and I do feel that 3600mhz is a good pick for 3rd Gen Ryzen.
