Question Help with building a new system

Hello everyone
I’m looking to replacing my old computer to something new.
I’ve never built a computer so this is all new. My main use for the build will be to stream 4K and hope 8k videos. Also some VR and online drone racing.
My budget is 3000.00 for the build excluding the monitor keyboard and mouse.
So if you guys can help me piece together the best build possible in this 3k budget I would greatly appreciate it. If we go over some I’m not worried but I really don’t want to get into a 4K territory on spending.

Threadripper build.
No it’s not a rush build just gonna start buying parts here and there.
Instead of purchasing parts here and there, my advice is to just take that money and save it. The only reason I say that is because by the time you're ready to buy, there may be something better out there that might cause you to think "If only I waited to purchase this component". I'm only telling you this because i've been down that road. As far as im concerned, it's your money and you can spend it any way you deem necessary however with a $3000 budget, going anything other than an i9 9900k/z390/RX2080ti would be a huge mistake. That's the best hardware currently on the market right now. Yes Ryzen third gen is expected to be on par with intel and will be releasing in a month, however you don't know the problems/implications what will follow because of how new the hardware is. Having to put a chipset fan on x570 is a big red flag to me and we don't know the performance/thermals yet. If you are spending 3k on a build, because that's a higher end budget, pull the trigger on he i9 system.

Dont buy now if you can wait.

First, 4K streaming? You mean streaming into a platform like twitch or youtube? To save it onto a PC? 4K requires massive bandwidth... and that is on 60 Hz. I ask because 4K is really gonna limit your viewer count if its for something like Twitch, not to mention there is a limit for upload on that platform. And if you are streaming to a Drive to save it, you better have some fast drives for it.

If you dont know much about streaming, that is another thing you need to consider.

If we are talking gaming only, Intel CPUs right now are still better, but for heavy workloads I would wait and go for a 12 or 16 core AMD CPU.

NOW pay attention cus this is IMPORTANT: Cooling any cpu that will do so much work is hard and you should inform yourself ALOT before you make a buy.
Either you will have a monster Air cooler with crazy airflow OR you will have to go with a custom watercooling setup (All in one watercoolers are not something I would ever recommend.).
