Help with cheap pc

I am going to be using a lot of Adobe products such as Premier and Photoshop.
I'll mainly be using this pc to make mods and work slowly on my own game.
I will be doing gaming on it too but I don't expect ultra settings or anytging at this price.
Budget: $450-500 Canadian (possibly a tad over that if I have to) and I don't mind if it is refurbished parts either.

I'll probably play games like
Arma 3
GTA 5
Skyrim
Fallout 4 (hope)
and older games.

Apps I'll be using are
Photoshop
Premier
Gamescale
And a few others

http://63 dollars over. I would have went with a 270 but Photoshop likes Intel and Nvidia.
