Help with code 15 on Gigabyte GA-Z87X-OC.

My system

i7-4770K
Cooler Master Seidon 240M
Gigabyte GA-Z87X-OC
Avexir Core Series DDR3-2133 CL9 2x4GB
XFX R9-290 Unlock to R9-290X
Western Digital Blue 500GB SATA II
Plextor M5Pro 128GB
DVD Samsung 24x
Seasonic X Series 750W

When I install memory in slot 2 and 4 I got error code 15 which means pre memory north bridge initialization is started then endless reboot.
Memory in slot 1 and 3 are fine.

My RAM is good stick since it work normally with 3770K + Asrock Z77 OC Formula.
Try clear CMOS , check for bent pin and not found.

Another thing is whenever I try connect SSD to SATA III port then system will stuck at post screen.
SATA III port work normally with HDD and DVD.
My SSD is also good since I try to use SATA III to USB3.0 converter then plug in to USB3.0 and it work.

My issue not only with Gigabyte GA-Z87X-OC but also Asrock Z87 Fatal1ty Professional (which already RMA it).

So this is motherboard problem or something else ?
 
It has to do with the way the north bridge memory controller works.
And the order it accesses memory populated in the dimm slots of the board.
No offence but read what it says on page 16 of your manual.
If you look at the manual then all will become clear.

As to why a error 15 code is generated Initialization means it goes through a set order.
Do you get why the error 15 message.

Error 15 simply means the memory was not there.
where it was expected to be when initialization checked the first two slots the memory should of been placed into.

After that it will check the next bank or row.

It has to address in the right order of slots to set the memory mode. Based on the set order of checking the memory slots. And why the memory in config has to be populated by the right slots.

 
RAM problem solved it's not related to CPU or Mobo or RAM.
It is my CM Seidon 240M that cause problem , remove it and problem gone.
So I try install it again and try connect fan and pump while system turn on and it work normally.

Another problem is my SSD still stuck at post screen whenever I try to connect it with SATA III port.
My BIOS is F7d which is lastest from Gigabyte , try clear CMOS , try another port , try format SSD , try change SATA cable problem still exist.
But If I connect it to USB3.o port then it work normally

This happen both Gigabyte and Asrock so I think this is not motherboard issue.
