Help with connection problem

I'm on windows 8.1 and every time I launch chrome it says ERR_FAILED. When I launch Internet explorer it says something like it can't connect. But when I go into a different mode on Internet explorer I guess the windows 8 way everything works fine. I have re-downloaded chrome and still the same thing. Also when I first started my computer up I went and uninstalled so many viruses. Any help how to get chrome back?

Have you tried resetting Chrome to default?

Run command prompt as administrator and type the following
netsh winsock reset

Then do what it says, it should be asking you to reboot
