Help with disabling amd gpu overclock at startup

Hi all,
I'm a noob to this whole overclocking thing, and am trying to get my R9 290 with and Arctic 3 cooler overclocked. I went into Catalyst Control Center, went to the GPU overclock thing, and slid the slider (the x and y axis one) to go up, and clicked apply. Now, it just is spewing out a messy unreadable screen.
To fix, I rebooted to safe mode, then tried to uninstall catalyst but it said it cant be done in Safe mode, so I removed the device driver, rebooted into regular mode, uninstalled catalyst (since it was using the standard driver), and ran ccleaner. I then rebooted, and reinstalled Catalyst. After a reboot, if I try to click start it does the same gpu freeze stuff as before. Any suggestions?

Cpu: 8350 w/ cooler master liquid cooler
Motherboard: asrock 990fx Extreme9
RAM: 16gb 2x8 Gskill Ripjaws 1866
Gpu: Asus R9 290 with Arctic 3 cooler
PSU: 850 watt Cooler Master
Case: Thermaltake Level 10gt
Sound: Asus Xonar Phoebus ROG 7.1
Win7 Ultimate

There should have been a "restore defaults" section in the catalyst control center... I guess there are two possibilities now 1) you burnt something up when you oced it (not that likely) or 2) you reset the defaults in Safemode (hopefully this is possible) and it works back at stock speeds.

I cant seem to even open catalyst in safe mode so as to set it to default, because catalyst needs to be able to recognize the driver to be able to open, and safe mode's purpose is to disable all drivers. Kind of a catch 22 im afraid.
