I put an NH-D15 with a 9700K build 2 months ago, and, at stock clocks*, it hits 65C at all-core 4600 MHz... (more than sufficient for the user's non-gaming lifestyle!)
*the user's Asus Z390A Prime seemed to want to stick with a 90 watt TDP and only boost to base clocks, so, i enabled MCE, but, through XTU set up the standard staggered clock speed profile with 1-2 cores at 4.9 GHz, 3 or 4 cores at 4.8 GHz, etc., which works great in Balanced Power Mode, still going down to 800-1000 MHz when just goofing around on typical desktop usage)
