Help with fps

Please bear with me, for I have no idea what I'm doing. I have a gaming pc but it is very slow, and I haven't modified it yet. I am looking for a graphics card that will be able to run big, open world games at over 30 fps. I am currently struggling at about 7-10 fps and would like an upgrade. I am currently looking at the "ASUS Radeon R9 290 4gb DirectCUII OC Graphic Card" and I basically have no idea what to do. I have nvidia and need to know if it being "ASUS" matters or not? I also have no clue what to do when installing it. If you need anything like my Pc's specs, please leave a reply and I'll get them to you.

So you have a i5-6400 and a GT 730 and are running at 1080p (1920x1080)

If you are sure that you have connected your monitor with your GPU,the GT 730, and not with your monitor then yes,get a better GPU,because 7-10 FPS seems a bit suspicious unless you are running the games at ultra or something .
The 290 is pretty old by now but if that's all you can afford right now then sure, it will do nicely.
Yes we need your PC specs.
Upgrading your GPU might not do a thing for you if your CPU is equally slow.
Basically you can put any GPU into any motherboard with a PCIe slot,you just have to make sure that your power supply is enough to feed it.
First you uninstall your old GPU with DDU and after inserting the new GPU the system will find drivers for it on it's own,or you install the newest drivers from the website.
