Help with friends computer

I am helping a friend with an E-machine that she has that is not working. She took it to Best Buy and was told it need a new MB so she ordered one from E-machines and for some reason Best Buy wouldn't put it in so I have it. I put in the new MB and every thing back together and it still doesn't work.

When I power up there are no beeps, to rear fans runs and the CPU fan start for 15-20 seconds and then stops, the hard drive does make some noise but it is hard to tell if it is running. I took everything out but memory, cpu, MB, and power supply and it is the same as above. I checked the temp on the cpu and it will rise to around 80-90F.

I have built a few computers but this is the first on that I have replaced the MB on. The thing that was odd was when I released the clamps on the cpu fan heat sink, I pulled on the fan and the cpu came out stuck to the sink, which it thought shouldn't happen. It appears the cpu was never locked down.

Do you think I need to replace the cpu (athlon 64 3000+)? The MB is new but I don't know what it kind it is. The power supply is putting out the correct power at all pins.

I am stumped here.

How do you know the powersupply is working correctly? try another powersupply.

Are the pins bent on the cpu? does the cpu smell burnt? how are u checkin the temps on it to get ur 90degree F temp?

It really soundsl ike a powersupply issue to me.... try using a spear powersupply to fix it.
 
I used my volt meter to check the power at the header into the MB, and checked it to a chart it printed, and all wires where correct.

My volt meter has a temp probe on it and I was able to put the probe in one of the fins on the heatsink to get the reading. I pulled the power as to not over heat the CPU so I don't know how high it would go.

I didn't redo the thermal paste because it was holding very tight. How do I get it apart?

when u moved the cpu to the new motherboard and put the fan on top of the cpu u were supposed reapply a new thermal pad, thermal paste, thermal greese anything so the heat from the cpu can move threw the past onto the copper for the fan to blow it off, unless she was running a core2duo which may run in the 70degree celcuis range without a cpu cooler on it maybe??, u mite of burnout the cpu?? not exactly sure, but i wouldnt trust ur readings on some dumb machine, to get the temps inside the cpu which are wut count u need to get into the bios or some type of windows programs can detect the ACTUAL temp!

If you can't twist them apart, try something like a plastic spatula or credit card to pry them apart. You can use rubbing alcohol to clean of the old past using a coffer filter. Only put a very small dab of new paste on the CPU
