[SOLVED] Help with GPU for Twitch streaming

So I built a PC for my cousin using old parts from my build and buying some new parts as well. I bought him a ryzen 2700x cpu because he was interested in streaming. He is telling me that his framerate and video quality is very bad whenever he tries to stream. Now i know that usually streaming issues point towards the cpu but considering i have seen benchmarks that show the 2700x outperforming an i7 8700k at 1080p i find it hard to believe that it is the reason he can't stream fortnite, so I'm wondering if the problem is the Gpu which is a radeon r9 390x with 8gb of VRAM. I know absolutely nothing about streaming so any help would be appreciated.

his gpu is not good enough to stream and game at the same time. he needs a second pc to stream or get a better gpu. gtx 1080ti or rtx 2080, also he should have atleast 16gb of ram...... more than 16 would help
If it were me and I built someone a computer for a specific purpose, I wouldn't give it to them until AFTER I tested it. Testing it first allows you to verify that everything works. Just because the computer fires up and loads Windows, for example, doesn't mean it can stream a game.

Troubleshooting it when you don't have it is a waste of time in my opinion. Have him return it to you, then you try to stream whatever game you have handy. This will allow you to troubleshoot his problem.
 
So as far as the settings and program goes i know he is using streamlabs obs. Is there an easy way for me to post his settings?
As far as me testing his comp before giving it to him i know nothing about streaming as it states above so me testing it would work about as well as me giving tips on how to birth a child AKA not helpful at all.
