Can anyone tell me is this a good rx 580 4gb XFX Radeon RX 580 4GB GTS GDDR5, is the cooling good, is it loud and is this psu good enough corsair cx550

No it's not too loud. It's a decent card and the CX550 is plenty of power to run it.
