i have a Dell Optiplex 780 intel core 2 duo E7500 2.93GHz processor 16 Gb of Ram. 1 TB ard Drive. 64 Bit Operating System. Power supply says " Total Output 305W MAX" What is the best graphic card I can use to upgrade my computer to play games?

Solution
The Dell 305 is actually a really good unit for an OEM PSU. It should have a single 6pin PCIe plug. 750TI, 1050, maybe a 270 or 460 if you feel like going AMD.
It is never safe to use any PSU that only shows it's peak wattage. It is unknown how much power that PSU can actually continuously supply. I would scrap the PSU and then get a 450W PSU from EVGA or Corsair, just don't get the CX series, but the CXM series is fine. Then think about getting a 750ti or rx 460.

Maybe I dont know what I am reading....

If it only shows MAX wattage then I am not kidding disconnect it from your system right now and burn it with acid.

Is 305W enough for the 750TI?

YES the 750TI will run on most CHEAP 300watt power supplies.
