Help with Issue, I think caused by motherboard.

I've been having issues with installing anything on my HDD, I've changed the SATA cables multiple times, bought a new HDD, and completely reinstalled windows multiple times, and it still continues to have trouble installing/installing incorrectly and causing Windows to crash a lot. This leads me to think that the motherboard is the problem, as sometimes it won't even boot depending on what SATA port I have plugged in (lately it even has trouble booting from CD drive).

My question is, am I correct that the motherboard is the problem? And should I upgrade it?

However, if I get a new motherboard, I should also upgrade my cpu as it's old. and my gpu is also pretty old, but that one I might hold off on because it doubles my price. Here the pcpartpicker I made for the upgrades (https://pcpartpicker.com/list/xhrGnn), I'd like to know if these are quality parts I should consider upgrading to, or if I should even upgrade at all.

Currently I have the Biostar ta870u3+ motherboard that has AM3 socket, Phantom II X4 965 processor, gtx 550ti gpu.
 
There are a few factors to consider, if your ready to upgrade however the age of your system definitely qualifies it for replacement.

My questions regarding your issue however are,

What OS are you trying to install?

Are you using BIOS/MBR or UEFI in the BIOS?

and last but not least have you attempted resetting the CMOS?
 



I am trying to install Windows 7 home, I've also tried Ubuntu to see if it would let me which it didn't. I'm using the basic BIOS from the motherboard.I haven't reset the CMOS in a while, but I have reset it about a year ago, when I was trying to find a similar problem where the SATA cable ended up being broken.

Seeing as the hardware is about 10 years old by now, it seems as though an upgrade might be a better solution, not sure if I'm willing to shell out $500 for it though.
