Help with mouse problem

Hi, I recently download win 8.1 but it seems I have a couple of mouse errors since then. first off everytime I play league of legends and exit the game I cant select any other applications without clicking ctrl+alt+del and clicking the back button twice. Also, I can select the settings button and the "change pc settings" but after the window pops up I can click on anything and have to navigate with tab and enter. This also affects other windows 8 APPs not regualr desktop programs. It is also weird because on my laptop(which also houses win 8.1) the track pad has the same exact problem. I have tried 2 different mice on both my desktop and laptop and nothing works.
