Alright so I got a new msi r9 280x I feel like it's running fine, but when I run benchtest (3dmark) and in games like dayz and cs go I get this whine coming from my card, is this normal should I rma? My frame rates are not going over 80 and I am not overclocking anything yet as I am still new to that. I don't know what to do... help.

If it sounds really loud I think there's something wrong indeed. But... what are your system specs? If you're running only 2 or 4GB ram, or have a quite slow processor, that also could be the source of the problems.

Normally, a GPU makes a little bit more noise than the other fans in the system, simply because they're smaller. But this indeed does look strange. CS: GO uses quite an old gaming engine and should not stress your PC that much. To be certain, I'd remove the card and try with another one (or onboard GPU/APU) whether the noise disappears. Check if the fan is moving normally, sometimes you can fix it manually. Also: check your temperatures with the tool from the GPU manufacturer. MSI? Asus? Sapphire?

Else, it will be RMA indeed...
