Help with my custom build PC

I am trying to get my custom built PC running
When I hit the power button it wants to start up fans start spinning then immediately shuts off. No fan gets up to speed and nothing gets past an initial mini surge of power. The Mother Borad Light is Green solid.

Specs:
Asus Sabertooth Z87 LGA 1150
Intel Core i7-4770K 3.5GHz Quad-Core
Radeon HD5770
4 GSkill RipJaws 8GB F3-10666CL9D-8GBXL
750W Power Supply

Take the graphics card out and run off the onboard. Does the issue replicate?

Same Issue with GFX card out of computer.

Ok - keep the graphics card out of the build. Now tell me what slots do you have the memory seated in?

All four slots are occupied.

Take all the memory out and keep one memory module in the second slot over to the left (DIMM_A2). If you still can't get into the bios try another module in that same slot.

All Memory Sticks Tested in Slot 2 Same result every time.

Your symptoms correspond to short-circuit issue.

Just as an Update. I have done all on this check list. And even replaced the MotherBoard as well as replaced the Power Supply and CPU Fan

Can you make a photo of top view of motherboard, to see, how everything is connected?
