[SOLVED] Help with my GPU/CPU problem??

Just bought a Sapphire Nitro+ OC 8GB RX 580 and my games will constantly crash within 1 minute to 20 minutes of gameplay. The only way to stop this from happening is to use WattMan (not afterburner) and raise the power limit from 0 to 50%. If I try to use Afterburner and raise the power limit to 50%, it will crash once, then the GPU usage will stay pinned at 100% even at the desktop, forcing me to restart my PC. The crashes without WattMan running are just black screen crashes and my fans, lights, and etc stay on. The thing is, with Wattman settings like this and my CPU at stock 3.1 - 3.4 GHZ turbo my GPU usage fluctuates non stop in 1 second intervals... Example: from 100 to 0 to 28 to 95 to 77 to 3 to 100 to 9 and etc... So I figured it could have been a CPU bottleneck issue, so I OC'd my cpu to 3.7 GHZ and the GPU usage is still all over the place and it still crashes without Wattman. Not only the GPU usage but my fan usage will drop as well as the core clock. I have 6 case fans providing enough air flow to keep everything cool inside. My GPU temps are around 55-60 C under full load of game, CPU temps are around 45-55 C under full load as well. Could this be my CPU isn't beefy enough to make the CPU do it's job?

Edit: I previously had an MSI GTX 1050 ti installed and it ran the games without crashing and had normal GPU usage. I also tried clean unistalling drivers and reinstalled them, I also just bought Windows 10 home edition again and nothing seems to work.
 
Solution
Is the 60C a target temp you set for the GPU? That's very low. My RX480 fans don't even start spinning until 60C.

What is the core frequency m 1411MHz?

If all else fails, just get an RMA. It's free.



Yes I did use DDU and clean install as well. I was thinking it was the PSU also, but I thought I would have seen some type of error somewhere else other than just the GPU
 


I didn't change anything for the target temperature in Wattman so I am unsure if that's what the target is. to be honest, looking at Wattman right now and can't find anything about target. I did however adjust my fan curve as follows:

50C - 60% speed
60C - 80% speed
70C - 100% speed

But even if I use the stock fan curve it acts the same. My usage bounces all over the place real quick... Just finished a 5 hour gaming session and with my Wattman adjusted so I can play games, my average GPU usage was 43% and average temp was 55C. My CPU however was around 87% average. I know CPU bottlenecks can do that to the GPU but me having to adjust power limit just to be able to play a game is crazy. I mean, I've heard of AMD GPU's doing this occasionally.
