So I'm making the ultimate Gaming PC with 400 dlls... There are my Specs and what i am thinking to upgrade them for:

Motherboard: Intel Corporation DG41WU (Basic motherboard)
Processor: Intel Pentium E5700 3.00GHZ
RAM: 4GB DDR3 1333
Graphics: Zotac GTX 750 Ti 2GB (Upgraded from GT220) = 105$
PSupply: EVGA 600W 80Plus certified (Upgraded from Bestec300W) = 45 $
Case: ATX Blue Code

Money spent on Upgrades= 150 Dlls
And those are my Possible Upgrades...

Motherboard: (Not Decided Yet) = (Depends on processor) 40-60 Dlls
Processor: Intel Core i7 3gen (used) = 100-125 Dlls
Intel Core i3 6100 (new) = 100-135 Dlls
Intel Pentium G4400 (new) = 60-80 Dlls
Intel core2quad extreme q9650 = 100 Dlls
RAM: At least 8GB DDR4 = (Depends on processor and mobo) 40-60 Dlls
Case versa N21 = 60 Dlls

My Purpose is to play GTAV, Witcher 3, Assassins creed Syndicate, Upcoming Watch Dogs 2 with Dishonored 2 and others like Dead Space 3, Crysis 3 At 45-60 FPS on medium or high 1080p

If you have any opinions about my possible upgrades please comment.
Same if can recommend any

So, assuming by Dlls you mean USD, the following is my recommendation:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i3-6100 3.7GHz Dual-Core Processor ($110.99 @ SuperBiiz)
Motherboard: Asus H110M-A Micro ATX LGA1151 Motherboard ($51.98 @ Newegg)
Memory: Kingston FURY 8GB (2 x 4GB) DDR4-2400 Memory ($43.99 @ Amazon)
Video Card: EVGA GeForce GTX 950 2GB SSC ACX 2.0 Video Card ($129.99 @ Amazon)
Power Supply: EVGA 430W 80+ Certified ATX Power Supply ($29.85 @ Amazon)
Total: $366.80
Prices include shipping, taxes, and discounts when available

Based on your OP, I assumed you have storage already and don't need to buy any. I couldn't fit the case into your budget strictly speaking. If you can get a 3rd Gen or higher i7 with an appropriate budget mobo for 160-180, I'd say that''s a much better deal than this build. I'd still go with the 950 over the 750 Ti though, much better performance for just 20ish more. If you can use the iGPU on the i3-6100 (or stretch your current GPU if using the 3rd gen i7) till we see RX 470 and RX 460 cards, you might get a much better deal.

I would also refer to the following lists and charts to help make decisions:

Motherboard Tier List
PSU tier List

Edit: Misunderstood your OP, made an upgrade of 400 USD.

The iGPU on the i3 is significantly better than your current GT220 and a little bit below the 750 Ti, but the i3 is significantly better than your current pentium and you're upgrading to a much newer platform with support for newer tech (software and hardware). It'll be easier to upgrade in the future when you have the funds.
