help with my PC. Latency/spluttering/lagging

I have noticed my pc having issues. How do I best explain it. It is kind of micro lags, ie my pc freezes for miliseconds from time to time. I also have audio lag when I watch videos.

To troubleshoot I used LatencyMon and it showed that there are issues.
Problem is I don't really know what it is trying to tell me and how I should fix it.
