[SOLVED] Help with no display

Hello, my brother recently got some components for a good price but now faces a problem.
After installing everything and plugging PC through HDMI its says no signal on monitor and can't get to BIOS.
Motherboard has 4 ez debug lights and goes through the 3 but the BOOT light stays on.
Both display and HDMI are tested to be good.

Sapphire Radeon rx 5700
Seagate Barracuda SSD 1tb
Corsair 16 gb kit ddr4 2666 Mhz

make and model of the psu?
monitor connect to the gpu and not the motherboard output?

If these are both new, then my guess would be that the motherboard BIOS hasn't been updated in order to support the new processor.
