Help with pc build

Looking for a computer build for roughly 400 and under. to play games like skyrim and what not. With gameplay mods and maybe a few non-drastic graphics mods. I don't need storage, speakers, mouse, keyboard or a screen. it doesnt have to be built specifically for skyrim it must just be able to run it with what Iv said on medium to high. your help and input will definitely be appreciated and put to good use. Thanks. im really a newbie at this and require your expert advice. Also this is probably stupid but im worried about cooling and power supply?

This build might go a little over your budget but it will allow upgrades in the future.
