Question help with pc upgrade

hi I have a gaming pc but it's getting old I want some advice as to if I should upgrade or start a new build
the specs are, could I reuse any parts here like the 16gb memory? any advice help I would appreciate not looking for the best gaming rig but an upgrade

to upgrade to a more modern CPU you would need a trinity, (CPU,Motherboard, RAM) and a new PSU, everything else can be re-used if you choose, the GPU can be upgraded later but should be fine with your current monitor, assuming the 970 was doing the job.
what is your budget and where are you located/buying from?
