Help with pc

Hey everyone i need your help! I want to start pc gaming and i have been told do many times build it yourself , dont buy it made. Well I dont have much knowledge with computers and i need your help on how to know im not getting ripped off. I want to be able to have around 90 frames per second when playing first person shooters. something i can record , livestream with good quality and my budget is $850. Thank you
