Build Advice Help With Picking Up Components.

Hi everyone, currently i am using a very old rig i.e amd phenom II x4 & gtx 560ti.

I am looking forward to building a whole new system, but i want to use following components from my old rig:

CASE: cooler master cm 690 II advanced
PSU: cooler master 650W
monitor: LG 23" 1080P 60hz

Please suggest me the best configurations, and also should i wait for zen 3rd gen cpu's?

My budget: 80k/$1150

What you guys think about it?

I'd hold off until the Ryzen 3000 and Navi announcements. It'll give you more option and at the very least make the current ones cheaper.
