Help with PS and MOBO

Hey,
Anyone who can give me some advice would be a great help, I have a Asus p5gdc-v mobo and the case and ps came with the 20 pin connector. The PS is a 480w powerlab I know it's not a very good PS. When I try to boot the computer i it rarely boots into windows it usually dies and most of the time doesn't even post. The one time it did, I got into the bios and checked the CPU voltage it was reading 3.1-3.2 volts. I know that is too low. The question is do I buy a new PS or get the 20-24 pin cable? Or is the PS fine and something else is going on?

Ok, was looking at the wrong voltage it's around 1.3-1.4 volts. the 3.3v volts read 3.1-3.2v and cpu heat is around ranges between 63-65 C. I will order the 20-24 pin cable and hope this fixes the problem

Note that most powersupplies have an additional square 4-pin connector which you can plug in next to the 20-pin mainboard connector.
Also, 63-65C is quite hot.
