The additional 4pin is optional, but if you have it, may aswell use it.

Depends on the CPU you plan to pick up, and your budget (and whether you're ok with rebates).. For the most part, a quality 550W unit will be more than sufficient.

If you're ok with rebates, the Focus+ Gold from SeaSonic is a great option at $67.

Corsair's TXM units are pretty well priced too, albeit after rebats...
Will it technically be enough? Yes.
Is it good quality? No.

The Antec VP (Basiq if I am not mistaken) are pretty poor quality, and usually will sit towards the bottom of most tier lists. I certainly wouldn't want to run my system as you risk damaging other components.
 
It is a decent PSU but if it is even close to 3 years old (the warranty period) I would buy a good quality 650W or 750W 80 + Gold PSU to be sure that you can run your new rig without having to worry about power issues.
I personally bought a 750W Gold PSU when I upgraded to my current 2600 build.
 
Just be wary - you can often tell a lot about a PSUs quality by it's warranty and I've also had lots of poor quality PSUs still have great certification.

Anything 3 years and less is concerning and I would probably never touch myself.
Anything 5 years and less is decent enough, but sometimes questionable.
Then you'll have some of the best that can be around 10+ years.

For example most Seasonics come with 10 or 12 years warranty. Because they arguably are the best. And their units are fantastic quality. For example:
  • Corsair VS (poor quality) = 3 years
  • EVGA B1 series (E.g. 450B - poor quality) = 3 years
  • Corsair RM (decent quality) = 5 years
  • Seasonic Focus Plus (great quality) = 10 years
  • Corsair AXi (great quality) = 10 years.
  • Antec series VP often only give a 3 year warranty.
