Help with "Refresh your PC"

Hi everyone,
My system32 files are pretty corrupted, to the point where I get multiple random gibberish error messages every 2 minutes or every time I try to open a program, and I can't connect to any wifi networks. I've tried sfc, chkdsk, startup repair, and a host of other options, but nothing works. My next step will be refreshing my PC, however I have some questions:

1: Will it even work to repair my system32 or repair any of these errors?
2: Will I need to reinstall my chipset/motherboard drivers afterward?
3: Will it uninstall GeForce Experience / nVidia drivers, and will these need to be reinstalled? (Also, will the GPU output a display without drivers?)
4: Will this affect any data (such as Steam Games) on my D: drive?
5: I've noticed it uninstalls Windows C++ runtime. What is it and do i need to reinstall it afterward?

If you have an answer to any of the questions, I'd love to year your thoughts. Let me know what you guys think, and if this seems to you like the next logical step.

Is your system a OEM prebuilt. Or did you assemble it yourself ?? If its a prebuilt like Dell, Acer or Lenovo then it came with a system recovery disk. Use that to restore your computer to factory settings.

If it is NOT a OEM machine then you need to reinstall Windows. After that you need to download and install all the latest chip set and other mobo drivers. Then you have to install graphics driver like the geforce drivers. C++ is sometimes required to run games. You don't need to bother with it though. Any game that needs it also installs it by default. You may need to install steam and all other games. You will also need to re validate them online

The widows copy is OEM, I assembled the system myself, and I have the original disk. I was thinking I could just do a "refresh" without reinstalling windows completely because it says it won't delete my user files. Do you think simply refreshing will fully repair my system32?
 
It should do it but when has Windows ever worked perfectly. Lol .... Anyways the restore option with Windows OEM disk should repair your system 32 files but be prepared for the worst. It is best though if you can perform a full reinstall. It is almost guaranteed to work and eliminate your problems.
