Help With Slow Computer, Trying to run minecraft well

I have been having some issues with my laptop computer for a while now.
my goal is to run minecraft multiplayer at decent settings, but for some reason it has been extremely slow and laggy.
my processor is an Intel(R) Core(TM) i5-3317U CPU @ 1.70GHz
i have 4 gigs of ram, and 64-bit OS.
my computer runs windows 8.1
My question is if the problem is with my hardware, in which case i will just buy a new computer, or if i have a problem that will be fixed if i wipe my computer and switch to windows 7, an option i have been considering for a while.
i would also like to be able to run shader mods, but that is a secondary goal.

Hey,
It seems that it is the hardware is the the problem, at 1.7 GHz you will never run MC Try a i5-4590 that gives you 3.3 GHz which will run better but if you want shader mods try 8 gigs of ram.
