Help with steam RU gifts and stuff

So I bought a counter strike game from someone my friend hooked me up with. I am a novice in the trading and activation department and added the game to my library and cant play it now. I wont play it with VPN because I don't want to lose my account for a few bucks. My question here is this,if I remove the game from my library,the permanent delete, will steam come to know of it?

Why can't you play it? Is it region locked? Any error when trying to open it?

Yes, the game is region locked and play locked. I can only play it via VPN,which gives me really bad pings. I live in India btw. Steam says "You are not in the geographical area this game was activated in" and stuff and doesnt let me play. Hell it doesnt even show the 'play' icon without a VPN
