Question Help with Throttlestop (Locked at 2.6ghz.)

I have looked and read many things on different forums and i am just at a standstill. I have a Cleevo/Sager ITEM NO# nh58rdq with insydeh2o bios.

My current issue is while using AIDA64 to stress the cpu it will only peak at it's base speed of 2.6ghz (i7-9750H) This cpu has no issue going up to 4ghz while idling. I have not tweaked my Throttlestop voltage due to the sole fact i can not get the CPU to push past 2.6ghz under load. I have posted my throttlestop settings below. I have brand new thermal paste aswell and clean fans. I will post my base below while underload and VBS is disabled.

Do you want to kill your laptop?
Laptops are not meant for overclocking. They have very limited thermal cooling capacity.

If laptop manufacturer has configured it to work at lower TDP settings, then that has been done for a reason -
to keep laptop at safe operating temperatures.
...? Undervolting is the opposite of overclocking, and you can clearly see in the photo with CPUID that is maximum load on processor and it's only 65 degrees i'm no where near "killing my laptop" and all i can do is BSOD. Can a legit person help me instead of commenting this crap

EDIT: The literal sole purpose of the application is to undervolt to stop CPU Throttling and in most cases i have read have improved peoples temps. There isn't even any settings changed it's all default only high performance is ticked. My laptop will normal limit to 2.6ghz without throttlestop under load. The CPU has a 45 TDP and throttlestop is showing me that PL2 is always red so power throttling
