Question Help with throttling?

So I just upgraded to fx-8350 from my fx-8320e and have been playing black ops 4,
I keep getting random fps drops from 80 down to as low as 27fps
and it will stick for like 6 mins and shoot my fps back up to normal
I didn't used that have any problem before so im wondering if im
Experience any throttling of any kinda my build is

Cpu: fx-8350 w/ liquid h60 double fan set up.
Gpu: 1070 Fe
Mobo: M5a97 le 2.0r
Psu: corsair 650 watt power supply
Ram: 12gbs of ram

Just curious if hitting some sort of throttling of any kinda
that might be caused by this thanks

What temperatures do you see for your CPU and GPU? Under 80c is best. Did you reinstall os when upgrading cpu?

when idling i see around 45C for my cpu and my gpu at 50C in gaming i still see around 55C- 60C on both cpu and gpu, no i havent reinstalled the OS i didn't know that could affect my performance

SHouldnt be throttling then. Sometimes it can affect performance.
are your drivers up to date?

Yes I recently made sure my bios was update, my 1070 fe drivers were update and, I even used driver booster to double check.
