Help with Troubleshooting.

My computer is having an issue. I didn't have a ton of time to troubleshoot this morning so I figured I would see what people think the possible issues are based on the symptoms. I noticed when turning it on this morning the monitor was displaying blue lines in vertical bars on the boot screen. It will not boot all the way unless I boot it in Safe Mode. I noticed the rear exhaust fan is not working and I did try unplugging that completely. I did try unplugging the cables from the graphics card and plugged an hdmi directly into the motherboard before booting to see if it would load anything then but I didn't have any luck. I'm not 100% sure if this is a graphics card issue, or ram issue, or even a motherboard issue but it does still have the blue lines on the screen when it is fully booted to safe mode. Later I will try plugging something directly to the monitor to determine wherlther it is a monitor problem. I will try to post a link to the photos of what I am seeing on the sceen.

I suspect a failing monitor.
Testing with the discrete and integrated graphics adapter eliminates the graphics adapter hardware eliminates that issue.
Safe mode runs without a graphics driver so that is not the issue.
If not the monitor, possibly your monitor cable is loose or defective.

 
Ok, I still have the gpu installed. I need to remove it then test it. I have tried connecting another device, Playstation 3, to the monitor and it worked no problem. I will try to test the integrated graphics by removing the GPU from the system to see if that could be the issue. before that I will try a different dvi cable since that is the only cable I am getting anything to display from with the current gpu, So I will test it to see if there's an issue with the cable itself before disassembling the card. Hopefully one of these options will produce results so I can determine the culprit of these issues. I'll post back as soon as I can.
 
Took the Graphics Card out and it booted up with no blue on the screen. So at this point it will either be a faulty GPU or a bad Display Driver issue, I am going to try to uninstall the display drivers as well as Clean the Graphics card. If that don't work then it really is time to upgrade my card. It doesn't seem that old but what else can be done with it. Using a Sapphire Radeon HD7970 and it still ran like a champ up till last night though and I have been looking at updating to one of the pascal GTX models but we'll see. I usually would prefer to have a little more time to look into the cards before purchasing them but at I may not have much of a choice now. Thanks for the assistance so far and if it does start working again after cleaning it then I'll post an update on here.
 
It did the same thing after cleaning so I will try sticking said card into one of the other machines in the house to confirm whether it is for sure defective. And while I'm at work I'll start scouting new cards to stick in it so I'll be prepared in case I am forced to upgrade.
