Help with updating current build

I'm at a point now where I'm able to start replacing parts in my current PC and I need some help picking out a few parts/input on what I plan on putting together. The parts I need to replace are my GPU, CPU, PSU, motherboard, and RAM. Primary use would be gaming, I might record some clips ingame using OBS, along with internet surfing and youtube. Current ideas I got going on are

CPU-?
GPU- 2080 Ti
PSU- EVGA - SuperNOVA G3 850 W 80+ Gold Certified 
Motherboard- Asus - PRIME Z390-P
RAM- G.Skill - Trident Z RGB 16 GB

What I need help picking out is the CPU, I'm thinking of going with the i9-9900k but I'm not sure if there's something else I should go with. Also which brand or model 2080 Ti would be the best to go with. Would all of this pair well together and be future proof while not going overkill? I got some friends saying I'm going overboard, especially with the GPU.
EDIT: Also need a good, rather inexpensive CPU cooler

Since you are planning to play at 60FPS, the Ryzen 2700X will be suited to you better.

The 9900K will be a bit of overkill since you aren't doing heavy content creation.

Pick either the 2700X or the 9700K.
For your usage you can grab a little more RAM and a good SSD.

4k resolution whenever possible, and I havent picked out a monitor yet, but most likely 60hz

Agreed. 9900k is usually at 30-40% usage with a 2080Ti pegged at 100%. Looks like that combo gets about 52 fps in Tomb Raider at 4k, so I'd say the GPU is a good choice, but you can downgrade the cpu from a 9900k.
 
Which cpu mobo do you have now? Cuz if it's a decent cpu, u just need a gpu upgrade for 4k 60fps.

You can wait for the ryzen 3000 series with X570 and pcie 4.0 upgrade.

Evga ftw3 2080ti, gigabyte aorus 2080ti, Asus Strix, msi gaming x trio all are good models.

Which case and cpu cooler do you have?
