Im having issues getting my gtx 1080 ti extreme to run after upgrading my mobo and proccesor , gigabyte gaming 7 , i7 8thgen

Mobo boots to windows on intel graphics

No power to gpu no lights or fans

When gpu is installed in top pcie lane mobo boot loops when gpu is in 2nd pcie lane mobo boots to windows

Any help appreciated as its all layed out on my kitcheb floor

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. List them like so:

Can you boot into and stay within BIOS? If so make sure you're on the latest BIOS. On another note, how old is your PSU?
