Help with upgrade

I am going to upgrade my current system (Athlon 2400+ with 512 single channel) to a Intel system with dual channel. I have my current system water cooled with swiftech blocks (CPU and GPU), a ehiem 1250 pump and a 15"x6" rad that is so big it is outside my case. This water cooling system runs my 2400+ not OC'd at 24C (so says asus probe). So I have a really good water cooling system and want to upgrade to a very overclockable Intel CPU. I plan on getting 1gb of paired dual channel ram and a new Mobo with dual channel and as well (obviously). My question is what intel CPU has good overclocking capibility but is a reasonable price (Im not rich enough to buy the 3.06, not by a long shot), and also what mobo would work well and what clock speed should the ram I get be?

For that cooling settup I'd recommend the 2.8C. That's because at 250MHz bus (1GHz FSB using QDR naming), it would run at 3.5GHz. The 3.0C would run at 3.75GHz at 250MHz FSB, but that would be a stretch for these P4's even with water cooling.

"C" stands for 800MHz FSB (true bus clock speed 200MHz).

The Abit IS7 is the best value right now, it should run at 250MHz FSB with ease. If you want to spend more money, I can suggest others, but they don't scale well with price.

I'll let someone else make a recommendation on PC4000 or faster RAM.

OCZ PC4000 Copper, Corsair PC4000(don't buy pro unless you're very rich), and Geil PC4000. They are all really nice ram.

I think I'll go with the 2.8C, but I would like to get a little closer to the 4g mark than 3.5, what board/ram do you suggest?

4G, you won't get there, unless you're willing to spend another 1000 dollars on cooling.

Also here's what my experience, if you're using aircool then try to stay around 3.3-3.4G nothing higher, because even though temps seems low, vcores seems great, CPU still dies.
