Help with upgrades

Hello everyone. I am very new to computers and I need to upgrade my PC for the first time. I do not have a huge budget so I was wondering if upgrading from Intel Core i5-4460 @ 3.20GHz is worth it. A lot of these discussions I see people think it is a pretty good CPU compared to some of the ones I am looking at like the Intel Xeon E3-1246 v3 @ 3.50GHz. Any recommendations are appreciated

My biggest problem is my graphics card. I have an Nvidia GT Geforce 720 which I know I need to upgrade. My favorite game on PC that I cannot play anymore is Rust. I get around unplayable fps. I am not sure how reliable http://www.videocardbenchmark.net is simply because the marks seem to increase and decrease dramatically every day for some of the hardware. But for now I will use it and I was thinking about getting the GeForce GTX 970 or the 960 variant. I am a 16 year old kid so I would rather not spend another 100 dollars of my money on the 970 variant if it is not worth it. I am not going higher then 300$ in terms of price but maybe you guys have better deals? I am not sure if the 970/960 are too much power for the games I play. Maybe GTX 760 or 950 are better suited for me.
 
If your mainly using your PC for gaming, you can stick with the 4460. You'll see a huge improvement going to something like GTX 960 or R9 380X at 1080p. Make sure your power supply has the correct amount of wattage and PCIe connectors for whichever card you choose.
