Help with upgrading my build

Currently I have a computer desktop that I use for gaming, I run 3 clients of a olddddd mmorpg called Rohan, they barely take up anything it's so old. And in the background I would like to do 60+ fps 1080 p gaming. I've played some games like AC fallout 4 project cars etc and they seem to be very smooth even with the Rohan clients running, and most settings on high/ultra. But certain games regardless even if I'm running the Rohan clients in the background tend to get a little choppy, like Fallout 4 in big cities etc....So let's get to my current specs and what I plan on upgrading.

Intel xeon 2620 v3 2.4 ghz 6 core proc
970 ssc
16 gb ddr4 2133 ram
2xx gb ssd
1tb storage
x99 sli-cf mobo

now don't get me wrong it's a great system but i want to be able to run a couple rohan clients in the background while gaming at 60+ fps at 1080p always above 60+ fps

Now I plan on getting the rx 480 8gb and intel i7 6800k, OR my friend might give me a deal on his i7 5930k. With those two things replaced do you guys reckon I'll be able to game at 60+ fps on 1080 p on any title game? From what I'm reading people are saying it'll definitely be EASY to achieve that with the build I'll have if anything it's over kill and could probably easily game a 1440p at 60+ fps. But I'm skeptical, what are you guys thoughts?

Memory means nothing in 1080p, the 970 has plenty, faster means nothing between two different architectures. Still monitor usages if you want to see what to upgrade randomly throwing stuff into is a good way to blow a lot of cash and fix nothing
The 5930 will be more of a direct upgrade for you because the 6-core you have now would be replaced by a faster 6 core.
The rx480 vs the 970 might or might not be an upgrade at all. Probably, but no promises. I would wait on that part.

Have you tried just increasing the task priority of Fallout 4? That might be enough if it runs ok without Rohan in the background.
Fallout 4 is fairly CPU intensive so it could be that just the CPU upgrade alone might fix things for you. I would try just that before I spent more money.
Next I would look at ram usage. How much ram are you using for Rohan clients and the system? Are you leaving enough for games which load a decent amount of stuff? I would think you are ok there, but it is worth checking out.

it has to be much better, its 8 gb instead of 4 (well from what i read 3.5gb) has a higher core clock and memory, the 5930k is a maybe, but i plan on going with 6800k if not. so you guys saying get the 6800k or 5930k and what....wait for 1070 / 80 prices to drop? idk man from the benchmarks i've seen the rx 480 looks like a real good bang for your buck, and that's coming from a life long intel / nvidia fan boy.
 

Not saying you have to wait for anything, just that you won't see as much of an upgrade going from the 970 to a 480 as you would from the NVidia. It is possible it will be a little faster, but it won't be night and day. Not an upgrade worth doing in my opinion since the ROI is so low.
The CPU upgrade should be better for your goals. In the meantime you could experiment with raising the task priority of the lagging game, it should help at least a little. That and performance tune the PC a little (google your OS and optimize)

oh i definitely optimized my my windows 10 i disabled all privacy cortana used spy bot anti beacon etc...but games like shadow of mordor and fallout 4 i literally max out my VRAM 3.5 GB....so a faster card with 8 gb would definitely be a increase imo, and all i'm really asking would a rx 480 and 6800k or 5930k be good enough for any game at 1080+ 60+ fps.
