Question Help with Windows Event Log and Diagnostic Policy Service

For the past week or so, I've been unable to use my PC due to high Ram and Cpu usage while idling. It would jump up to 50-90% of usage after 10 seconds of running windows.

I took it to a local technician and he found the PC: clean of malware; no issues with Memory test; main SSD and other hdds are healthy. The only thing he says that could be possible culprits, if the problem is hardware related, is either CPU or motherboard.

I've tried a few things I've seen online but nothing seems to be working. Any tips?

My setup is.
CPU: Intel 8700k
Motherboard: Asrock Taichi z370
Ram: 16 GB DDR4
GPU: XFX Radeon 580 8GB
Windows 10 Pro v1903

Sounds like you need to clean install windows

Fresh installation and the problem persists.
