How can I restore the Guest account?

You can't technically. You can create a new one and call it Guest but it won't be the same account. Much like a clone of someone is not exactly that person. Is it deleted or just disabled?

You can maybe try to do a System Restore to a time before the account was deleted. http://www.microsoft.com/windows/windows-7/features/system-restore.aspx
