Hello,
Have a brand new HP mini laptop with windows 7 starter.There is no toolbar on it.how does one download files from the web?

Do you have an internet browser, e.g. MS-Internet Explorer, Firefox, Opera? If so, you can use it to access the internet (you do have to have a functioning connection, e.g. LAN or wireless card). If you have no browser, but have a functioning connection, you could use a friend's computer to download a browser to a USB thumddrive or CD, and use that to install a browser on to your laptop.
