HELP!!!!!

Hello,
With EVERY click of my mouse, I'm getting the error message, "the procedure entry point CreateUri could not be located in the dynamic link library urlmon dll. I click 'OK', and it COMES BACK. What is it & how do I fix it? Thanks,
