Can anyone explain me what's this or must i change it or what i should do i'm using pc not laptop

You don't need to change anything necessarily. That is how long after being idle the computer will go into hibernation and spin down an mechanical drives.

Should i do it never ?does it affect fast startup

It does not affect start up.

Say for instance you have set the hard disk to turn off after 20 minutes. If you leave the pc at idle for 20 minutes the hard disk would power off to save electricity.

if you were to suddenly access a file it would turn on again, but there will be a short delay as it would take a little time to power up again
