No, that's a passive DVI-I to VGA and you'd need an active DVI-D to VGA adapter. You could also use a HDMI or Displayport to VGA adapter.

Oh ok, i just refund my purchase, but do u know if a gtx 750 ti(Vga port) will work with that adapter?

That is in fact dvi-a. That will not work. That only uses analog hence the dvi-‘analog’.
