You should hear a click/snap and the latch at the end of the PCIe x16 slot for the GPU will lock into place preventing the GPU from dismounting.

my GPU wiggles a little whenever I move the GPU. Also does my GPU become loose when I pull the PCIe power cable off the GPU.

Try it, if your backplate is the problem, you can easily remove it.

do you have the screw in on the top of the IO panel (hdmi/VGA/DVI/display port out) on the back of the graphic card, computer back where the expansion slots are.
