I want to be able to get 200+ frames on the online game Call of Duty Warzone. What can I do to achieve this

Solution
Start with the lowest graphical quality but at the resolution you want to play it. If it's not getting the frame rate you want, then that's pretty much the maximum you can get.

You can then start increasing graphics quality from there and see what happens.

I think you have everything you can have but buying a faster 16x2 GB of RAM may help. If again you cannot get it, then it is simply not possible with that game for 2021.

I don't know your monitor, but does it support 200 Hz?

Yes I do have a monitor that supports 240 Hz. Do you have any you would recommend for RAM?

You lower your graphics settings then. I was able to get like 100+ fps running very low settings @1440p with an RX 580 so It's pretty possible.
