Question Hey I got amd 8370E and it's stuck at 1.39 ghz

So I bought a used pc because my old broke and now this one is broken too I think. Even when under load the possessor is not going above 1.39 Ghz even tho it's base clock is 3.30 Ghz. I've deactivated every power saving features in windows, I also reset the bios multiple times and I tried to enable performance mode bu whenever I activate it the pc doesn't work and I have to reset the bios all over again.

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition (original, new, refurbished, used).

Disk drive(s): make, model, capacity, how full?

Used pc:

Try replacing the CMOS battery. Who knows how long the current battery has been there....

How do you know it’s not going up? Which program do you use to measure it?
