hey my computer is stuck at 59 fps on every benchmark

hey i have a msi 970 gaming motherboard, msi nvidia gtx950 gaming 2g gpu. 16 gigs of hyper x ram, fx 4300 quad core processor, and a 735W Raidmax thunder V2 80 bronze power supply and i cant get more than 59 fps on a msi kombustor 3.5.1.0 benchmark on the (3d lakes of titan v1 32x on 640 by 360 and on 1600x900and on 1920x1080) and whether the cpu is at stock at 3.8 ghz or overclocked at 4.7 ghz pretty much every setting is 59 fps and i dont understand why. please help asap

Turn off VSYNC in the Nvidia CP under global settings.
