HFS+ Formatting

Is it possible to format a drive to an HFS+ file system without using a Mac OS? If so, how? I've poked around in both Windows 7 and Linux, but couldn't get it. I also have access to Windows 8, if that helps.

You should be able to format a drive to HFS+ with GParted Live CD:
