Not really. Your GPU is massively out pacing anything that CPU can deliver.

It would be more sensible to replace it with a contemporary quad core or better. That would mean a new motherboard and ram as well.

Best you can do with an A4 3300 is maybe replace it with an Athlon K quad core. That would be fairly inexpensive and get you the most out of the hardware you have now.

Depends a lot on your motherboard what CPU is compatible though.

Your bottleneck is massive. There exists nothing on your platform that won't bottleneck the 1070 a lot. I recommend you get a new cpu like a ryzen 1600/2600, i5 8400 or up. This would also mean new ram and a new motherboard.

Cheapest option since you have a dedicated gpu is replace that molasses filled APU with an Athlon 860k Quad Core. That's at least a simple move from 2.5GHz to 3.7GHz, not to mention the large discrepancy in Lcache, which will speed things up quite a bit. The 860k is also overclockable, so depending on your mobo's ability, and your cpu coolers ability, you could at least minimize the bottleneck as much as physically possible on the FM2+ platform.
